
Mr. Vincent Monda, OGW, ‘ndc’ (K) is a Senior Deputy Director of Public Prosecutions in the Department of Regional, County Affairs & Regulatory Prosecutions.
Mr. Monda is an Advocate of the High Court of Kenya. He holds a LLB degree from Nagpur University, a postgraduate diploma in Law from the Kenya School of Law, and the National Defence College course.
Before his appointment as a Senior Deputy Director, he served as the Head of the ODPP Mutual Legal Assistance, Extradition, and International Cooperation Division.
He joined the then State Law Office on 5th September 2001 as a Prosecutor and has since worked in various counties across the country.
Notably, Mr. Monda was part of the prosecution team that successfully handled the first piracy case in Kenya. He has prosecuted high-profile criminal cases of significant public interest cases involving high-ranking state and public officers, including corruption and economic crimes cases, terrorism, and extradition, among others.
Throughout his career, he has held various leadership roles, including Head of the Anti-Piracy Unit, Deputy Head of the Economic, Emerging, and International Crimes Department, and Head of the Land and Environment Division.
On 12th December 2018, Mr. Monda was honored with the State award Order of the Grand Warrior of Kenya (OGW). Additionally, he was part of the Kenyan delegation that successfully negotiated agreements on the Transfer of Sentenced Persons and Mutual Legal Assistance with the Republic of Mozambique.
He has been a member of various committees in ODPP, such as the task force that developed the ODPP Act No. 2 of 2013, the Sentencing policy guidelines, the ODPP Human Resource Manual and a member of the taskforce on the NCAJ Bill.

Mr. Hassan Abdi is the Senior Deputy Director of Public Prosecutions in the Department of Inspectorate and Quality Assurance and an Advocate of the High Court of Kenya. He holds a Master of Laws (LL.M.) from Coventry University (UK), a Bachelor of Laws (LL.B.) from the University of Nairobi, a Postgraduate Diploma in Law from the Kenya School of Law, and a Postgraduate Certificate in International Relations and National Security from Curtin University, Perth, Australia.
Before joining the Office of the Director of Public Prosecutions (ODPP), Mr. Abdi was in private legal practice. Within the ODPP, he served as Head of the Appeals Division until 2021 before being appointed Regional Coordinator for the Coast Region. He later coordinated the North and South Rift regions prior to his current appointment. He has also contributed to key institutional reforms through task forces that developed the Decision to Charge Guidelines, the Disclosure Policy, the Correctional Service Policy, and the review of laws on the Exercise of the Power of Mercy.
Mr. Joseph Gitonga Riungu, OGW is a Deputy Director of Public Prosecutions in the Department of Economic Organised and International Crimes. Mr. Riungu is an advocate of the High Court of Kenya with a career spanning 15 years in the legal system.
He holds a Master in Arts with a focus on Human Rights, an LLB Degree both from the University of Nairobi, and a Post Graduate Diploma in Law from the Kenya School of Law.
Previously, Mr. Riungu held positions as Senior Assistant Director of Public Prosecutions and Regional Coordinator for the Nairobi region. In these roles, he supervised a team of 138 prosecutors across Nairobi, Kiambu, Makueni, Kajiado, and Machakos counties.
Additionally, he served as Assistant Director of Public Prosecutions, directing operations at the Milimani prosecution office while simultaneously serving as Deputy Regional Head of Nairobi and Acting Head of the Counter-Terrorism and Transnational Organized Crime Division.
In his leadership capacity, Mr. Riungu spearheaded the implementation of key policies aimed at reshaping prosecutions, including the Excellence Charter, Decision to Charge Guidelines, and Deferred Prosecution Agreement. He also played a significant role in implementing the Uadilifu Case Management System, enhancing operational integrity within the Nairobi region.
He has also served on committees and boards, including the Victims Protection Board, and was appointed by the President as Assistant Counsel in the tribunal that investigated Hon. Mr. Justice Said Juma Chitembwe for misconduct.
Before joining the ODPP, Mr. Riungu contributed to legal aid policy formulation and provided legal advice and mediation services in the private sector and the Office of the Attorney General
Mr. Hiribae Nkaduda is a Senior Deputy Director of Public Prosecutions in the department of Corporate Services at the office of the DPP. He holds a Master of Business Administration (Strategic Management) from Kenyatta University and a Bachelor’s Degree in Education.
He Joined Public Service in June 1997 as a District Officer in the then Ministry of Internal Security and Provincial Administration and later rose through the ranks to Senior Deputy County Commissioner.
He has served in several Counties among them Embu, Kitui, Taita Taveta, Kilifi, Kakamega, Wajir, Nakuru, Tharaka Nithi. He brings with him a wealth of field experience and knowledge which will improve organizational processes, quality, productivity, and efficiency.

Mr. Alloys Kemo, OGW, is the Secretary Prosecution Services at the Office of the Director of Public Prosecutions (ODPP), bringing to the role nearly three decades of distinguished service in criminal justice and public prosecution in Kenya. He is widely respected for his leadership in prosecution policy development, institutional strengthening, and advancing access to justice across the country.
An Advocate of the High Court of Kenya, Mr. Kemo was admitted to the Bar in 1995. He holds a Master of Science degree in Leadership and Governance from Jomo Kenyatta University of Agriculture and Technology (JKUAT), a Bachelor of Laws (LLB) degree from Nagpur University, and a Postgraduate Diploma in Law from the Kenya School of Law. Over the years, he has further strengthened his professional expertise by undertaking numerous specialized courses in prosecution practice, management, and leadership.
Mr. Kemo’s career within the ODPP spans key operational, policy, and leadership roles. He previously served as Deputy Director at the Prosecution Training Institute, where he contributed significantly to strengthening prosecutorial capacity through structured training and professional development programs. Between 2019 and 2021, he served as Regional Head for the Coast Region before later assuming leadership of the Rift Valley Region as Regional Head, where he coordinated prosecution services and enhanced justice delivery across multiple counties.
Earlier in his career, Mr. Kemo served as Deputy Head in the Department of Offences Against the Person and later as Head of the Penal Code Offences Division between 2013 and 2018. In these capacities, he supervised prosecution of serious criminal offences and contributed to strengthening prosecutorial standards within the ODPP.
A key contributor to policy development within the prosecution service, Mr. Kemo has been a member of several committees responsible for developing and reviewing critical prosecution frameworks and instruments. These include contributions to the ODPP Act, 2012, the National Prosecution Guidelines, the Diversion Policy and Guidelines, Plea Bargaining Guidelines, and the Decision to Charge Guidelines, among other key instruments that continue to guide prosecutorial decision-making in Kenya.
He notably pioneered the development and implementation of the Decision to Charge Guidelines in 2019, a major milestone in promoting consistency, fairness, and transparency in prosecutorial decisions. Since their adoption, he has continued to facilitate training for prosecutors and investigative agencies to ensure effective application of the guidelines nationwide.
Mr. Kemo has also played a critical role in electoral justice and election preparedness. He led the ODPP Election Preparedness Prosecution Team during the 2017 General Elections and later served on the ODPP Election Preparedness Committee for the 2022 General Elections. Currently, he chairs the Elections Preparedness Committee overseeing prosecution readiness for the forthcoming 2027 General Elections. He also serves on the Election Security Arrangement Project (ESAP), an inter-agency initiative focused on securing electoral processes.
Committed to expanding access to justice, Mr. Kemo pioneered community dialogue initiatives while serving as Regional Coordinator in the Coast Region. In partnership with the Judiciary, civil society organizations, and religious institutions, the initiative facilitated community sensitization forums and legal aid clinics in Mombasa, Kilifi, Lamu, Voi, and Kwale counties, strengthening public understanding of justice processes and enhancing public trust in the criminal justice system.

Jacinta Nyaboke Nyamosi is a Senior Deputy Director in the Department of Offences Against the Person (OAP). Ms. Nyamosi is an Advocate of the High Court of Kenya and was admitted to the bar in 1996. She practiced in various law firms before joining the Department of Public Prosecutions, which was then under the Attorney General’s Chambers, in 2000.
Ms. Nyamosi has previously served as a Senior Assistant Director of Public Prosecutions in charge of Kisumu and Kiambu counties and most recently as the Regional Coordinator, Nairobi. She also served as the Head of the Sexual Offences Division and while at it, served as a Joint Secretary in the Task Force on the implementation of the Sexual Offenses Act, spearheaded the development Sexual Offences regulations of the SOA Act as well as the development of the Chief Justice Rules for the Sexual Offenses Act.
Ms. Nyamosi has robustly spearheaded trainings, public sensitizations and outreach programmes during the implementation of the sexual offences Act and Plea Bargaining and Diversion policies. She has experience on matters relating to Human Trafficking. Ms. Nyamosi has vast experience in prosecutions and has represented the State in sensitive and complex Criminal Prosecution, Appeals and Judicial Reviews and Constitutional Petitions and References.

Mr. Renson M. Ingonga was appointed the Director of Public Prosecutions (DPP) on the 20th of September, 2023 following an interview by the Public Service Commission (PSC) and vetting by the Justice and Legal Affairs Committee (JLAC).
Mr. Ingonga holds an LLB Degree from Moi University, Kenya, and a Master’s Degree (LLM) in Law, Governance and Democracy from the University of Nairobi, Kenya. He was admitted to the Bar in 2005.
Mr. Ingonga joined the Public Service in May 2006 as a Registrar of Titles, Ministry of Lands, Mombasa County. Prior to his appointment, Mr. Ingonga was the North Eastern, Regional Coordinator at ODPP, based in Garissa County. He has also worked in several counties within the ODPP offices across the country.
Mr. Ingonga has also successfully prosecuted diverse cases, facilitated investigations and enhanced collaboration of stakeholders in the Criminal Justice System. The President conferred upon him the State Honour of the Order of the Grand Warrior (OGW) on 12th December 2022 for distinction in public service.
